It's raining Politicians promise umbrella manufacturing and all umbrellas will double! They keep their promise and the pile is doubled. It's raining

Scientists test the rain and discover that it contains a high concentration of urine. The government declares mandatory DNA testing to be eligible to rent an umbrella, in order to discover the source of the piss. After a while, the test has covered all potential umbrella renters; no positive matches were found.
