Like all products, tech products primarily serve the needs of those with the money to pay for them. The more advanced the products, the more expensive they are, and the smaller the target audience. As inequality worsens, the customer base for good tech shrinks even further.
One exception to that is government contracts. But if governments are forced to shrink—or are forcibly shrunk, by treasonous coup—then that market also dries up.
The only customers left area various kinds of criminals.

I would like to know how much new tech benefits regular people, and how much of that is only related to entertainment products. We need tech to improve essentials: nutrition, housing, clean water, climate control, medicine, education, democracy. But these are not seen as quick money-makers by tech entrepreneurs and venture capitalists. Tech people mostly build tech for other (rich) tech people. Tech solutions for the majority are still mostly snake oil. Or tools to help snake oil sellers.
