Therefore, because I care about polar bears and poor people, I have turned down the frequency with which dependabot whines. It will now do so only quarterly instead of every month. And I've updated all my actions to only run when the action is updated in a push or when specifically triggered by me deliberately updating another file.

That means that Dependabot will only cause ⅙ of the load it used to. Additionally, minor changes that I make to code will only trigger one teeny-tiny action that runs on all commits, not a bazillion builds across six operating systems and a dozen versions of my dependencies. 3/n
