Hmmm... https://status.canonical.com/ says ppa.launchpad.net is operational, but I can't get it to respond on any machine, local or remote, w/ and w/o VPNs, DNS refresh, reboots
When connected to Canada I at least get some of the Release and InRelease updates, after some waiting
They might be overloaded due to the incident, they might be throttling, in any case, Operational is not the correct label
