I'm no fan of the Police but they can only work with the laws they are told to uphold, Politicians need to step up here and take action (in my opinion) but I have no faith in them to do it.
However if it was them getting recorded with these devices we wouldn't hear the end of it, so why should ordinary citizens accept these things as being part of every day society.

Police have more than enough power to make this idiot's life a living hell even without a prosecution. At an absolute minimum he broke the law for harassment in public, but blackmail and stalking are much more serious offenses.
