Thank you for your examples everyone. This is great. Google results weren't showing me specific articles, just stuff about how ham radio "could" be used in the event of disaster.

@tsherrygeo@m.ai6yr.org about a decade ago, we had serious flooding in the region and our town was cut off by a river out of its banks. a local ham - one of my neighbors - helped coordinate response, worked with sheriffs & town gov't etc. as i remember it.
