You have a much better perspective than I do to make those broad judgments about Pezeshkian; I can only point to the few bits of info that I see.
The Rudaw source also quotes #SattarHashemi, Minister of ICT: "fair access to the internet is the right of all people".
Is it actually the Ministry of ICT who controls the key internet nodes in a practical sense, not the #SupremeNationalSecurityCouncil (of which Pezeshkian is a member)?

Few things to clarify here: 1. Pezeshkian is the Chairman of the council. Not just a member, the Chairman! 2. The council decides something, but it is the ministry that executes the blackout.
