Few things to clarify here:
1. Pezeshkian is the Chairman of the council. Not just a member, the Chairman!
2. The council decides something, but it is the ministry that executes the blackout. The "if" is decided by the council, the "how" and to some extent "when" is planned by the ministry.

@Mehrad So if citizens' movements want to go beyond street protests in the next protest session, getting cooperation from Min ITC staff or convincing them to rebel against their heads of departments or having enough senior Min ITC staff defect to the protestors' side or physically taking over the Min ITC building(s) or some combination of these might be a useful #CivilDisobedience goal in order to free the Internet. I'm just thinking aloud - it's not me taking any of the associated risks.
