@ScottStarkey The article missed a related but important thing about the British bands it mentioned as having benefitted from the dole, ie art schools. UK art schools were key places where the kids who ended up rewriting what popular music could be in the 60s and 70s learnt about all the stuff that they smuggled into hit records and onto stages. This is no longer the case, and I can't help but notice that there are very few working class British kids completely upending popular culture lately.
