The article missed a related but important thing about the British bands it mentioned as having benefitted from the dole, ie art schools.
UK art schools were key places where the kids who ended up rewriting what popular music could be in the 60s and 70s learnt about all the stuff that they smuggled into hit records and onto stages.
This is no longer the case, and I can't help but notice that there are very few working class British kids completely upending popular culture lately.

@ScottStarkey The point is ultimately the same, though - giving people time and materials to explore their creativity eventually produces massive returns. But the problem is also the same - there's a certain kind of person who just looks at anything like this and only sees all the people who are benefitting, who are not creating an individually huge ROI, and who (crucially) are not them. For this person, everything is zero sum, so such "freeloading" must be ended in the name of "fairness".
