I'm fairly sure that Google is punishing me for using uBlock Origin by refusing to let me successfully complete any captcha even though I've unblocked all the correct third party sites.

@frosty this explains the crap I had with Google's CAPTCHA... I was also using uBO and when I went to Vivaldi, it started working So it might be one part "you secured your browser" and one part "you used not-Chrome"
