Fourteen minutes after this post, it's still doing that. Powered it off, gave it 16GB of RAM. We'll see if it has booted by the next time I check it.
My computer only has 32GB of RAM at all so my computer is probably going to be pretty silly for a while.

An hour in and I've still not gotten past the loading screen. I checked some of my other machines and they still run so there's something else going on there. I can't waste so much hard drive space for a non-working VM so I blew it away. It's pretty likely there was a corruption of the ISO or something. I might try something like a base install at some point but that's enough for one day.
