…I think the yeast is meant to produce that in situ from sugar.
Proof that a lot of UK "beer" is absolute crap.

@EdtheChem So I talked to my dad who's a trained brewmaster about this and has a decent working knowledge of beer from around the world, he isn't aware of any UK beer using added ethanol, it's mostly pointless. he suspects this is a misunderstanding of the article writer, apparently 1.4 molar concentration ethanol is normally imported into the UK as beer for tax reasons, so that might be behind this?
