Are you able to see the inside of the cordura layer? Does it look identical to the outside? Or does it look sort of smoother and shinier? That's what the waterproof coating looks like
It's very unusual, but not impossible, to have cordura without the factory waterproof coating

@NilaJones ah, now I see the thrust of your question. The liner is not removable so I cannot see the interior layer, but I'm familiar with the DWR coating you're describing and it's obvious to both visual inspection and a water droplet test that this is uncoated cordura.
