@mlanger i am generally paranoid of through hulls. is there a chance something is stuck inside? some sea life perhaps? i cant think of anything safe that might help. if you were out of the water you could try heating it.

@Bredroll Not my boat so there's a limit to what I'll try. I don't think there's anything stuck in the valve. I just think the handle is jammed, likely because no one ever turns off the seacock to clean the sea strainer. The people who own this boat keep it clean but rely on marina staff to fix EVERYTHING for them. They get ripped off regularly. I've already fixed a bunch of things for them. Thanks anyway!
