@Bredroll Not my boat so there's a limit to what I'll try. I don't think there's anything stuck in the valve. I just think the handle is jammed, likely because no one ever turns off the seacock to clean the sea strainer.
The people who own this boat keep it clean but rely on marina staff to fix EVERYTHING for them. They get ripped off regularly. I've already fixed a bunch of things for them.

@mlanger good luck, the green around the base of that fitting reminded me of something about de-zincification, that might be starting, in the UK its very unusual to have hull fitting electrically bonded to anything too. if there is shore power i would wonder if the earthing is wrong and its got galvanic corosion inside. im probably too paranoid
