There needs to be a flatly anarchist computer-maker system, implemented by people who have thought about why the state does not and will not guarantee anyone's freedom and who also don't trust individual-heroic self-chosen avatars of technology to make solutions for everyone either.

This system will also, of course, end up being illegal. But there is a chance that it may get wide enough adoption so that it can exist nevertheless.
