Vladimir Moskovkin proposes an interesting "reform model for scholarly communication that combines elements of centralized access —based on adapting the Soviet VINITI experience to the digital environment— with decentralized Diamond Open Access platforms."
PS: This is the first time I've seen anyone draw the Soviet #VINITI model into #OpenAccess / #ScholComm discussions.
