It seems to fit the bureaucratic stereotype that Adams was lampooning that there would not be an actual leopard, just the sign. Mandatory per regulations, of course. Just in case foolhardy visitors decided to amble in whilst not even thinking about #leopards at all.

Sorry to say but the older I get the more I think that Douglas got the passengers for the Golgafrincham Ark Fleet, Ship B wrong....
Cos while it might be nice to get rid of the useless part of the population, at least they didn't hurt the rest of us. Far better to get rid of the super rich and the super ambitious and the dictators!
