Sorry if you know that and sorry for explaining joke.
There were Turbo button on old PCs that could be switched On/Off, so you would get half of the frequency of the CPU (when Off).
When Turbo was On the 2x 8 segment display would be saying "HI" and when switched Off, it would say "LO".
