Even when Scotland wishes to act, it can only do so within extraordinarily tight limits. Scotland’s financial powers remain modest and that is why the numbers in this Budget are modest. If Scotland possessed the full range of economic policy tools it would enjoy as an independent country, the scale of what could be done would be very different.
