Best I can think of is that management wanted to get away from the tarnished WinRT name, and engineers took it as an opportunity to fix bad API design (nothing serious, every big framework will have some design mistakes). Probably was also easier to make some of the UI design changes. But it still really could have stayed compatible all the way through.
