Does it have to be in the US? Because Paris (France) could use a bit of flatenning, especially the French president (who's transphobic) and the Senate (mainly right-wing ATM) π
It's not near the ocean but the Seine goes through the city and ends in the English Channel (that's a bit of a swim, though); as for tall building, there is the Eiffel Tower and a few others https://en.wikipedia.org/wiki/List_of_tallest_buildings_and_structures_in_the_Paris_region
