@Richboy50 - I've found in my career the blame for bureaucracy is on politicians+judiciary. From the founding fathers to today's friends-of-billionaires, government employees work under a system where they must continually CYA while attempting to keep things going with an incoherent mishmash body of law that ties their hands. The thing is, the role of business is to be efficient; the role of government is to be fair. Despite people trying many times to unite the two, you can only pick one.
