English isn't my first language, but can you even fix the prepositions to the verbs like that. Wouldn't you have to define your frame of reference? I'd say it shifts with your perspective. Example: I'm in Homeyland and there are migrants, who are emigrating from the Faraway Islands and immigrating to Homeyland. When I'm in the Faraway Islands, I'd say the same people are emigrating to Homeyland. While Homeylanders coming here are immigrating from Homeyland.
