Maybe it's more to do with the fact that Kim Jong Un is considered less stable and could trigger a regional conflict by doing something silly. He's like nitro, whereas China is more like C4 : you would need to do something seriously outrageous to start a war. I guess instability was rated higher than actual power. And of course Trump being literally deranged, *with* the power of the US, well...
