My cynical take on the USA and excessive amounts of incarceration: It is a problem left over by the loop hole left in the 13th Amendment which continues to sanction slavery, for those: "except as a punishment for crime whereof the party shall have been duly convicted." If it takes another Civil War, to close that loop hole? IMHO, the USA will be better for it in the long run; even if more bloodshed occurs.
