Of all the terrible proposals in the UK "online safety" consultation, the proposal to set per-app/site usage limits for under-16s is particularly awful. Why? If you need a reason to use a VPN in the UK, then the fact that your mobile service provider might have tracked your internet searches and provided movement data to the government based on them is a pretty good one. Note, this isn't because you might have committed a crime or even just done something because the government of the day doesn't like.
