Of all the terrible proposals in the UK "online safety" consultation, the proposal to set per-app/site usage limits for under-16s is particularly awful.
Why?
Well, it's the proposal which relies, not on age verification, but ID verification. A service can't enforce a time limit on a person without stopping them creating multiple accounts. It can't do that without permanently attaching a (child's) real world identity to each account.
That is not improving online safety in any sense.
