Rather than close up and go on AC, I’m thinking of making/buying air filters for the windows. Let’s assume full-width, but only about 6” tall. Just basic furnace filter material, MERV 8 or so. Is this a workable solution? But wait, there’s more…

I think the 90’s to maybe early 2010’s were the quietest US streets ever were. With the EPA “relaxing” noise regs, and the ridiculous availability of aftermarket stuff that should never be used, the traffic is incredibly loud. I know and I’m sorry for my yelling at clouds.
