Spend controls work best when they reflect how an agency actually delivers work. A single company-wide card limit is usually too blunt. It may be high enough for a large advertising account but excessive for a design tool or a short-term contractor. Instead, map spending to the operating units that managers already understand.

• Agency layer: the maximum amount the business is willing to have exposed across all virtual cards during a defined period. • Client or account layer: the approved budget for one client, campaign, or project. • Vendor layer: the amount permitted for a specific platform, supplier, or category such as advertising, SaaS, travel, or production. • Card layer: the limit, merchant restrictions, and expiration settings applied to the individual card.
