The Regional Greenhouse Gases Initiative is similar to the SO2 market used to manage SO2 emissions that caused acid rain.
Keep in mind that the utility customers always pay because that’s where the revenue comes from.
If your emissions are lower than RGGI quota, you can sell credits. The idea is to encourage use of lowest heat-rate generation and harvesting of energy from environmental sources (wind, solar, hydro).
