meanwhile, remember what I said about how common trash NICs and/or NIC drivers are, even in motherboards, even from manufacturers like Intel? yeah, this has been an outstanding bug with the Intel NIC in the system in question which hasn't been fixed in kernel drivers for many years at this point. so it's not *only* USB NICs which are terrible. I should have known to check what built-in NIC the new system has, given how frequently I've had to deal with this over the years.
