For the same reason as we require proof of Israeli claims of Hospital being used to house military personel.

No, it’s very different. You should definitely be able to justify bombing a building, you need less to justify double check that others aren’t being hurt by a bully.

I didn’t mean “Why does the proof matter?” I meant “Why does it matter whether it’s military leadership or state policy?” - either way, it’s going to be what the military is executing.
