One of the functional outcomes - I might, cynically, call it an intentional one - of these bills is to raise the barrier to entry for running a social service on the internet.
The incumbents and the financiers backing explosive-growth venture startups can afford compliance resources that a community admin can't, and these bills are characteristically long on compliance obligations.

And that's without confronting the human and personal cost of that compliance. Mandatory age verification rules force both the provider and the service's users to become more legible to the state. It doesn't take much memory of history to understand why a queer-centric activitypub instance might well prefer to close entirely than comply with that, even if they have the resources to do so.
