If the public & private numbers don’t jive, people are—totally reasonably!—going to regard that as suspicious and illegitimate. If they DO line up, why did you need a secret ballot?

The version of this that MIGHT work is that the tally is only disclosed if the threshhold for removal is reached. That way the quislings don’t have to confess their scandalous decency until they’re assured of both ample company and Trump’s impotence.
