Whether self gov is gov or not. No gov is gov by wealth (or gov taking wealth, same thing). Ie monarchy/ aristocracy. Libert is circular. I’m not self gov’ing if there is a gov, even if it’s democratic. Burke and bagehot knew aristocracy was hard to defend, they found democracy unreliable (appropriate for American s?). Our Self gov is Gov in the interest of everyone.
