i suspect the fish aren't "heading south" as much as we are eating all the ones who don't

but as we have proven over and over again there is nowhere far enough south that we won't come and wipe out the fishery. as long as the demand for protein is high and the cost of a sub-antarctic fishing fleet is low enough that a profit margin exists in between
