Seems like the network operator (not the ISP) somehow doesn't send PTB messages which breaks PMTUD.

So they (CETIN (Czech Telekom Infra)) really messed up the way I suspected, my ISP reported it and thanked me for helping with diagnosis. I am... Stunned, this is not normal for ISPs these days to actually have technical conversations with their customers.
