Most of us growing up in relative privilege have not lived at home without potable (or any) running water for more than a few hours or a day. Even less so with failed sewage. If we’re very remote and off grid, we even have redundancies.

So I think for the average citizen and even politician when we think about attacks against critical infrastructure, our brains rapidly go to the one thing we can conceptualise - the grid failing. And that has driven investment and regulation.
