So I think for the average citizen and even politician when we think about attacks against critical infrastructure, our brains rapidly go to the one thing we can conceptualise - the grid failing. And that has driven investment and regulation.

Water has more problems because of its infrastructure and municipal funding. But to adversaries who may actually comprehend the horror of not having sewage systems long term and the health impacts, it’s a prime, increasingly vulnerable target. We’ve worried about water for a very long time.
