The inflection point for "tech was cooked" was really around the point the Unix wars began and proprietary OSes became the norm and not the exception. So basically: late 80's/early 90's.

And we all just kinda collectively pretended Windows 9x wasn't... like... the epitome of human-made slop. Like you want the nadir of tech? That was pretty much it in my view. An OS that couldn't go a few hours without rebooting.
