The problem is that, the only folk wanting PR are the ones that aren't expecting to win under FPTP. So Labour, under Blair's predecessors, were moving towards PR. then when elected....lost interest. Labour before the last election ... again talking about it but.... The only folk ever to put a version to the public was the minority government of the ConDems ... only because the Dems saw it as their one chance and pushed for it as a condition of going into government... and sold out their University fee promises as part of that deal (Of course many didn't see it as a good deal as it was only a Alternative Vote option) In fact as a London voter that has seen Mayoral elections returning a Left candidate because of a similar system but now faced with an election under a FPTP because the Tories decided they were never again going to win... Well
