Take Canada as an example, with 100% publicly funded system (not great but covers 100%).
Yes, tax payers pay for it, in fact 19-20% of taxes go to pay healthcare
Contrast that with the US, tax payers fund Medicare and Medicaid, 24% of their taxes go to fund these programs
i.e. the US tax payers are paying MORE than Canadians. These programs cover only 35% of US population
The irony, Americans pay more in taxes on programs that don't cover most of them
