Mastodon has a textboard embedded in it. A feed of all the new accounts first 20 posts of each user. These accounts - no established identity (esp if none even asserted) - nothing to lose if they break the rules - no reputation to besmirch - no one has muted or blocked them - too soon for moderators to squash them if they are bad actors
