reCAPTCHA has always, always been sketchy (and it seems to think scooters are motorcycles, which annoys the pedant in me). It sometimes *works* after 6 or 8 tries although I suspect it just gives up on the user at some point. But, uh... uh... QR code and a mobile app? What the *WHAT* just happened and why is this legal?
