They say "anywhere in Australia and Aotearoa" but the idea can obviously be generalised. Recipients have to pay for extra features, I'm not sure of the exact model. But some councils always reply "please use our website" then get shitty when the report should go to someone else. That's why SSS *exists*. https://www.snapsendsolve.com/
