If he decides to give it away free to kids who can't pay, as they don't have jobs or a bank account, then the police can put the phone down while making sure the caller hears their laughter
THEN the can send the car round to, as someone else already brilliantly said, charge them with wasting police time.
Community service in the cafe feeding the kids and NOBODY ELSE

Fecking cowards, happy to make a decision, not happy to take the flack.
