Underlying it all, of course, is lack of appropriate, targeted funding - for education, for research, for hospitals and, yes, for salaries so that it remains a field people want to get into. When Canada is spending as much on health care, per capita, as a private system like the US then we can talk about what is going wrong in terms of 'efficiency'.
