Four things:
1. It's obvious that too many people associate "Covid" with death and just presumed that the drop in the death count meant the danger of Covid was over.
2. Vaccines were pretty good at something.
3. 2022-23 was about the time of categorizing deaths "of/from/with/near/under/over/adjacent to Covid" and deciding which types would get officially recorded as Covid deaths.
4. The general public decided 3-4K weekly deaths was an acceptable price for normalsies.
